The New York Times originally headlined the story, “Obama to Push Immigration Bill Despite Risks.” But it was re-titled overnight to read; “Obama to Push Immigration Bill as One Priority.” The second is more accurate because this doesn‘t have much risk for President Obama. To the contrary, it has plenty of benefit.

There isn’t much risk so long as the amnesty bill doesn't get to his desk, which it won't.
I predict the bill will be loaded up with every controversial proposal from amnesty to enforcement. People will hear what they want to hear. Some will hear enforcement, some will hear amnesty. It is guaranteed to get the internet humming, radio talk show hosts aneurating and cable news hosts hyperventilating. And all of it will be designed to be heard globally by desperate people who want to come to America.
So the question is, Cui bono? Well, benefits from what?
To answer, let’s back up a little and ask who benefits from all the massive legal and illegal immigration right now? Many would say, “It’s the Republicans that want the cheap labor and Democrats who want the votes.” That’s only half right. It isn’t about votes and it isn’t just Republicans that want cheap labor. This transcends political parties. Both Democrats and Republicans want the cheap labor for corporate patrons who get them elected and keep them in office.
It is about the cheap labor, first. Second, it is about what those cheap laborers become with their first paycheck, which is…consumers. In a consumer society you need to continually add buyers to grow the economy. As the Baby Boomers move out of the key purchasing demographic they need to be replaced. Who better to replace them with than illegal aliens? Think about it. What do illegal aliens come with? What do they cross the border with? Just the clothes they are wearing and a water jug, that’s all. They come with nothing, they need everything. Once they get that first paycheck they begin to spend it. The flip side of the illegal immigration coin is consumerism. Wal-Mart knows it. When was the last time they made a mistake? What does this have to do with the coming debate and how will it benefit Obama? The coming debate will encourage more illegal immigration. It always has. More illegal immigration means more cheap labor and more new consumers. Business is happy and rewards the incumbent.
In the past, every time President Bush or DHS Secretary Tom Ridge or Majority Leader Dick Gephardt, among others, talked about “jobs Americans won’t do,” or “matching willing workers with willing employers,” ears perked up in the 3rd World followed, seven to ten days later, by a mini-surge of illegal aliens across the southern border. The Washington talking heads would do it on a regular basis during the rainy season or around Christmas time, whenever the levels of illegal entries would taper off for seasonal or weather reasons.
When President Bush talked about “jobs Americans won’t do” most Americans heard him pandering to his patrons, reassuring them that the flow of cheap labor wouldn’t be interrupted. That’s what the end-users of cheap illegal alien labor heard, too. What the third world heard was “there are jobs in America” and we can have them. And they decided that it was time to get moving.
Cecilia Munoz, former Senior Vice President of the National Council of The Race (La Raza) says President Obama, “…intends to start the debate this year.” That’s the word for it, debate. And debate and debate and debate. The more heated the better. The more news coverage the debate gets the better. It will all be heard as an encouragement and welcome for a world audience that is hit harder than we are by the global recession and want to come here now more than ever.
The legislation, whoever sponsors it, will be a stimulus bill of a new kind. It will stimulate people to get moving to America. And don’t think those planning to come don’t know about Janet Napolitano’s decision to end work site enforcement. And don’t think they don’t know that in spite of the horrific slaughter in Mexico that the U.S. government isn’t doing a damn thing to beef up security at the border. They know better than we do, the relaxed enforcement is a de-facto amnesty. And for those few who don’t know, they will be enlightened soon enough when their friends and family members make it across and call to tell them about it on the new cell phone they just bought with their first paycheck.
Another target audience is the 20 - 30 million illegal aliens already here. Any who were thinking about leaving will stick around after hearing this debate.
There will be Republican opponents of the bill, but not enough to matter. So, I predict that enough Democrats from one House or the other will defect to keep the bill from Obama’s desk. It is the debate, not the final signing of the bill that will attract millions more to our country.
Two years ago the Comprehensive Immigration Reform Act of 2007 offered similar promises of enforcement, legalization and guest worker programs. I referred to it then as the “Most Cynical Legislation.” It too offered hope for desperate peoples fleeing the many hells on Earth. It too offered new enforcement promises to those expecting our laws to be enforced. It was all just talk. It was bogus from the start, intended only to encourage more illegals to come and this year it will be more of the same. More talk, more promises, more illegal immigration.
The only risk to President Obama would be if he signed such a bill, which he won’t. It is the debate that gives business what they want; more cheap workers and new customers. And the reward, among other things, will be the support of the President’s friends for the mid-term elections in 2010.
